Richard Preiss is a Vice President of Gabel Associates. He has over 30 years of experience in the electric utility industry and previously worked for American Electric Power and General Public Utilities. Mr. Preiss has an extensive background in utility regulation and rate strategy. His responsibilities have included ratemaking principles, cost of service, tariff design, distribution engineering, power contracting, transmission services and power marketing. He was most recently involved with the development of the principles for Basic Generation Service in New Jersey. Mr. Preiss has testified extensively before various administrative and regulatory bodies on these matters.
