Robert Chilton is Executive Vice President of Gabel Associates. From 1995 to January 2000, he served as Director of the Division of Energy of the NJBPU. Prior to that appointment, he held the position of Director of the Electric Division from 1990 to 1995. Chilton was instrumental in the development and implementation of the landmark Electric Discount and Energy Competition Act, which deregulated the electric and natural gas industries in New Jersey. He has a Masters Degree in economics from Rutgers University.
