Reliability
Gabel Associates has been
entrusted to manage the procurement of electricity and/or natural gas
supplies for dozens of private commercial and industrial customers, as well
as for numerous public bodies, including the State of New Jersey, over 400
school districts in New Jersey, the Port Authority of New York and New
Jersey, Burlington and Hudson County and the Atlantic County Utilities
Authority. We undertake energy procurement activities for
these clients, as well as provide strategic energy advice.
Regulatory
Crucial to developing and
implementing an effective strategic procurement plan is an in-depth
knowledge of New Jersey regulatory history, present proceedings, standards
and metering services, and third party supplier status and activities. The
rules and related tariffs are often complex, vary by utility territory, and
are subject to constant modification.
Gabel Associates’ two principals, Steven Gabel and Robert Chilton, played
key roles in developing New Jersey’s deregulated electricity and natural gas
markets, and remain active on behalf of a number clients in proceedings
before the New Jersey Board of Public Utilities that affect the rules for
retail choice in the State. Robert Chilton was head of the Division of
Energy at the Board of Public Utilities from 1996 to 2000 and was a leading
architect of New Jersey’s energy market structure developing the
legislation, utility settlements and tariffs for the electric and natural
gas markets. Steven Gabel served as an expert witness in the stranded cost
/unbundling rate proceedings at the New Jersey Board of Public Utilities and
advised numerous clients and the legislature on the energy restructuring
issues.
